CALL FOR PAPERS

IEEE ARGENCON is the biennial premier Conference of IEEE Argentina Section. This 2020 edition will be held online, co-sponsored with Resistencia Regional Faculty, pertaining to National Technological University (UTN FRRE as its spanish acronym), from December 1, 2020, to December 4, 2020.

IEEE ARGENCON 2020 will comprise four days with oral presentations, keynotes, poster sessions of students’ papers, and other related activities. We hereby invite to send your papers, in the fields of interest defined in the technical program. GUIDELINES FOR PAPER SUBMISSIONS

IEEE ARGENCON 2020 has a single reviewing cycle, the deadline for paper submission is September 21, 2020.

On January 10, 2020 at 12:00 AM, Call for Papers website started to accept submissions. New deadline operates on September 21, 2020 (Anywhere on Earth, UTC-12, with a tolerance until September 22 at 11:59 AM Argentina Time). The submissions are managed by Microsoft Research Conference Management Toolkit for Argencon 2020, (from now on, CMT). In order to use this system, authors are strongly advised to read, in a very first place, this tutorial for paper submissions using CMT system (english).

Authors will be notified about papers acceptance / rejection on Friday 9th, October, 2020. For more information, visit the page with new important dates , which have been set after postponing the Congress from June to December.

Papers can be written in English or Spanish, and two kind of papers will be accepted: Full papers (authored by researchers) and Short papers (authored by students).

A. FULL PAPERS

Normally, these ones are authored by researchers, but nothing prevents a graduate or postgraduate student from submitting a full-format paper, which will be treated with the same strictness than a researcher’s paper. Please note that this will be the only format eligible for publication on IEEE Xplore.

Full papers may have up to eight (8) pages, including references and acknowledgments. The kind of paper must be specified at the time of document uploading, in CMT system. Any document exceeding that limit will be rejected. Authors will have the option for submit, in separate files, additional details of their work, or data that support their experimental findings, but it will be entirely up to the reviewers to decide if they wish to consult this additional material. In the case of algorithms, and to promote reproducibility, we recommend authors to send attached documentation with source code of such algorithms. Reproducibility of results and easy availability of the code will be taken into account in evaluation process.

All submissions must be performed by means of MSR CMT system. No emails, nor other electronic means, will be accepted for this task. Since reviewing process will be double-blind, no visible data about authors or affiliations are allowed at this stage.

To write your manuscript, you must download an IEEE Conference Proceedings Template, available for Microsoft Word or LATEX. Links for downloading are found below, in this very page, under the paragraph Style Guidelines.

After date of submission deadline, List of Authors will be considered final, no changes in authorship of accepted papers will be allowed. The following structure is suggested for the articles. Should these sections are used, the paper will be more positively evaluated.

  • Title
  • Summary
  • Keywords (Index terms)
    1. Introduction
    2. Materials and methods, state of the art or previous work
    3. Proposal
    4. Tests and results
    5. Conclusions
  • References

Since submissions must be anonymous, data of affiliation and acknowledgments must be placed only in final version of the article (take into account this additional space, so that the subsequent insertion does not make the maximum pages number to be exceeded).

If your paper is written in spanish, you must provide the following data in english: Title, Abstract and Keywords, in submission web form, in their corresponding text boxes.

A.1 Reviewing criteria for full papers

Accepted papers must contain new and significant results. These results can be theoretical or empirical. Results will be judged according to the degree to which they have been objectively established, or their potential for scientific and technological impact. Articles will be reviewed with in double blind mode. Following items will be reviewed:

  • Relevance for the Conference.
  • Contribution to academic debate.
  • Article structure.
  • Writing clarity.
  • Methodology in use.
  • Relevance and clarity for figures and tables.
  • Clear and accurate summary.
  • Usage and number of keywords.
  • Clarity in results, discussion and conclusions.
  • Relevance of references in use.

A.2 Publishing rules for full papers.

Accepted papers will be published in the Proceedings of the Fifth IEEE Biennial Congress of Argentina, IEEE ARGENCON 2020 Conference, as long as the presentation of the paper have been made with a corresponding virtual session (made, at least, by one of authors with full registration for the conference). Virtual presentation of corresponding paper will not be allowed for any person that is not included in authors’ list.. Should authors fail to present their work at the conference, the paper will be not published in Proceedings of ARGENCON 2020, even if registration has been formalized by proper payment.

Accepted full papers, which have been presented at the Conference, will be available in Proceedings of the V IEEE Biennial Congress of Argentina, published in IEEE XPlore.

Authors of accepted full papers, which have been presented at the Conference, will be invited to send extended versions of them , to be published in Elektron, a magazine issued by Engineering Faculty of University of Buenos Aires. To be considered as an extended version, the new paper must differ in 40% more content than the originally sent to ARGENCON 2020.

B. SHORT PAPERS

AUTHOR ETHICS AND COPYRIGHT

The following presentations will be considered unethical: papers that are identical (or substantially similar) to versions that have been previously published, or accepted for publication, or that have been presented in parallel to other conferences. In this case, organizers will reject such submissions and remove them from Conference Proceedings. The manuscript must be formatted in strict accordance with downloaded template, and must be submitted as a .PDF file. Articles written in other formats, or submitted as other file types, will be rejected.

During the stage of Call For Papers, and for every submitted paper, authors must follow the instructions found in downloaded IEEE template, and the ones found in this website, but they should not use the Conference xPress Plus PDF system. The PDF xPress Plus system is intended only for accepted papers, that were selected for publication, in final versions (camera-ready). Express presentation for Short Papers that have been accepted for posters (UPDATED)

Student papers that have been accepted, must be presented using the virtual counterpart to a poster physical session: the elevator-pitch presentation. This one comprises a single-slide presentation a presentation with up to four (4) slides, lasting no more than 120 seconds, which contains the poster that would have been presented in physical mode:

  • All footer slides must contain the following data:
    • IEEE ARGENCON 2020.
    • Paper title
    • Authors
  • The presentation (of up to 4 slides, 120 sec. max.) must contain:
    • Abstract.
    • Proposal description.
    • Discussion.
    • References (if necessary)

Beyond these guidelines, authors can choose any visual design.

IMPORTANT: this slide presentation must have an audible annotation, lasting no more than 120 seconds, that contains the oral explanation about the work, recorded by its authors. A Youtube URL video, based on this presentation and respecting the same time limit, must be also specified in the camera-ready submission form on the CMT system. This video must be published as hidden, and it will be visible in the mutimedia gallery of the Congress. (please do not confuse a hidden video with a private one). The URL must be specified in the Camera-Ready submission form, available in the CMT author console, by November 28, 2020.
