Technical Committee Chair: Carlos Boya

Carlos is a multi-faceted engineer with a BEng, M.Eng., and Ph.D. in Electrical, Electronic, and Automatic Engineering from Carlos III University of Madrid. With a track record spanning over a decade in various capacities within the electrical engineering domain, Dr. Boya brings a wealth of experience, technical acumen, and visionary leadership to any role he assumes.

Currently, as the Director of the School of Industrial Technology at the Higher Specialized Technical Institute (ITSE) in Panama, Dr. Boya oversees research initiatives in signal processing, robotics, artificial intelligence, and renewable energy. Notably, he is an accredited National Researcher I in the National Research System (SNI) in electrical and electronic engineering.

Dr. Boya is also a dedicated educator and has served as an academic researcher at the Universidad Interamericana de Panamá, leading projects funded by the National Secretary of Science and Technology (SENACYT). His research endeavors include the development of robotics courses using electronic waste and monitoring energy quality to reduce contamination in electrical distribution networks.

Carlos Boya’s affiliation with IEEE and IEEE Power & Energy Society (PES) reinforces his commitment to pushing the frontiers of electrical engineering. His extensive academic background and applied research in electrical markets, power systems, and signal processing make him an ideal candidate for the role of Technical Committee Chair at the ISGT Latam 2025. His deep involvement in energy transition consultancy, particularly in distributed generation and electric mobility, aligns seamlessly with the forward-thinking objectives of smart grid technologies.
