Keynote II

Keynote  Speaker:

Jessica Bian
Chair of the 2024 IEEE Industry Engagement Committee
2022 and 2023 President IEEE Power & Energy Society

Keynote Title: ‘Powering What’s Possible.’

Abstract:

We are experiencing significant changes in energy supply due to a number of factors, including the increased availability of renewables, demand-side and storage technologies; and new environmental requirements. These changes will impact grid reliability, including frequency, voltage, and customer interruption. This presentation will introduce reliability vital signs so that you will develop a systematic, integrated understanding of how to assess the grid reliability.  Additional indicators include energy emergency alerts, transmission outage rates, protection system operations, and resource reserve margin with ranges, trends, and driving factors that influence changes in these indicators.

Keynote Speaker’s Biography:

Dr. Jessica Bian is an internationally recognized executive leader with decades of success proven through novel transformation strategies that have improved electrical power production and delivery, championed regulatory bodies’ complex energy challenges, and repositioned agencies in the public sector through integration of renewable energy and deployment of new technologies. In addition, she has established and strengthened relations with stakeholders, partners, boards, and steering committees.

Dr. Bian is also a visionary technical leader and architect, has spearheaded electric industry’s reliability metrics and grid risk assessment. Currently she is the Vice President at Grid-X Partners. Before that, she was with the US Federal Energy Regulatory Commission (FERC), Washington, DC. Previously, she was the Director of Performance Analysis at North American Electric Reliability Corporation (NERC) in Atlanta, Georgia.

Under her leadership, a total of 18 industry-wide reliability indicators were established to determine grid reliability, adequacy, and associated risks. Dr. Bian received the IEEE Power & Energy Society Wanda Reder Pioneer in Power Award in 2014 for her significant contributions to the power industry. She is the first recipient of this honor.

Before joining NERC, Dr. Bian was with PJM, ERCOT and Westinghouse Electric.

Currently, Dr. Bian serves as the Chair of the 2024 IEEE Industry Engagement Committee and a member of the IEEE Technical Activities Board Management Committee. She was the 2022 and 2023 President of the IEEE Power & Energy Society.
