VICE PRESIDENT, IEEE TECHNICAL ACTIVITIES (TAB CHAIR) – OVERVIEW AND RESPONSIBILITIES

OVERVIEW

  • The Vice President, Technical Activities serves as the highest volunteer officer responsible for the technical activities of the IEEE and oversees the staff operation in support of technical activities.
  • The Vice President represents the IEEE as an elected official, and represents the IEEE in its technical areas and also on behalf of the IEEE President whenever requested. The Vice President also serves as the coordinator for all technical entities of IEEE.

BRIEF DESCRIPTION OF VOLUNTEER RESPONSIBILITIES

Term of office

  • One year as Vice President-Elect, one year as Vice President and one year as Past Vice President. 
  • This is a three-year commitment. Each of these positions includes services as a member or chair of other TAB and IEEE committees.
  • Vice President-Elect, TA (TAB Vice-Chair): Will serve as Chair of the Presidents” Forum and Chair, TAB Nominations and Appointments Committee.
  • Vice President, TA (TAB Chair): Will serve as Chair, TAB Management Committee, and Chair, Division Directors’ Forum.
  • Past Vice President, TA: Will continue to serve as a voting member of TAB, and Chair, TAB Strategic Planning Committee.

 Elected by

  • IEEE Membership (TAB will determine slate in November to be forwarded to IEEE Corporate to be included in the IEEE following years’ IEEE Election Ballot).

 

Qualifications

As stated in the TAB Operations Manual, Section 2.7, the qualifications for the Vice President, Technical Activities (TAB Chair) are as follows:

  1. Shall be an IEEE Senior Member or Fellow and a Member of at least one Society.
  2. Must be able to commit a significant amount of time to the position.
  3. Should have the support of that person’s employer in meeting the obligations of the position.
  4. Shall have served as a S/C President or Division Director.

Knowlege and Skills 

  • Fellow or Senior Member grade. 
  • Must maintain membership in at least one IEEE Society.  Should have the following skills:
    • Knowledge of the workings of the IEEE Technical Activities Board.
    • Must possess a willingness to develop an understanding of the directions of IEEE Technical Activities Board and commit to its implementation and operating principles.
    • Should have three to five years of increasingly responsible management experience and excellent leadership qualities.
    • Should have experience in implementing and operationalizing a strategic vision and providing direction and guidance to the design and implementation of teams that carry out the mission.
    • Must possess an understanding of the role of technology in enabling member activities.
    • Should have a solid understanding of Societies, Technical Councils, and IEEE organization as related to these organizational units.
    • Ability to get to the bottom of issues.
    • Positive attitude towards change and progress.
    • Understanding of organization structures and their impacts on success.
    • Strong meeting management skills.
    • Strategic thinking.
    • Program management (To ensure implementation of the strategic plan).
    • Solid delegation skills.
    • PhD (helpful to have the academic skills to understand the technology needs).
    • Understands IEEE & TAB finances.
    • Willing to make a large time commitment (2 to 3 hours per day, average).
    • Able to resolve conflicts.
    • Able to deal with difficult people.
    • Focus on outcomes and results in strategy and operations.
    • Recognition of achievements of contributors.
    • Team-related: Hones opinions and appraisals of team members and self.
    • Willingness to change course if direction is incorrect.
    • Focus on continuity of purpose and good of the whole over personal gain and legacy.
    • Preside over meetings of the IEEE Technical Activities Board (three meetings per year).
    • As VP-Elect, serve as Chair of the S/C Presidents’ Forum (three meetings per year).
    • As VP-Elect, make appointments to TAB related Committees (approximately 30), IEEE OU’s and IEEE OU Committees as appropriate.
    • As VP, preside over meetings of the TAB Management Committee (six meetings per year).
    • As VP, preside over meetings of the Division Directors’ Forum (three meetings per year).
    • As VP, serve on the IEEE Board of Directors (three meetings per year).
    • As Past VP, serve as Chair of the TAB Strategic Planning Committee (six meetings per year).
    • Recommend administrative changes to Society/Council Constitutions and Bylaws.
    • Inform TAB of important IEEE Board of Directors matters.
    • Assist in the coordination of the TA/MGA Visits.

To summarize, time required for the position of Vice President (TAB Chair) is roughly 58 days per year, which includes travel (a number of these days are over the weekend). It is critical that the VP of Technical Activities attends and participated actively in all these meetings. The position is a major time commitment.

Staff support helps in all the obvious ways that you know of for planning, corporate memory, minutes, day-to-day working with all the S/C’s, as well as help in getting e-mail out to major groups.

Travel Reimbursement 

Financial support shall be provided through the normal budgetary processes of TAB.

  • The TAB Vice President-Elect, Technical Activities assists the Vice President, Technical Activities as a representative of the IEEE in its technical areas, and assists the Vice President in the coordination of all technical entities of the IEEE.
  • Reports administratively to the Vice President and services as the Vice Chair of the IEEE Technical Activities Board.

Responsibilities

  • Preside over the meetings of the Presidents’ Forum (three meetings per year).
  • Preside over the meetings of the TAB Strategic Planning Committee (SPC) (three meetings per year).
  • In the absence of the TAB Chair, preside over the meetings of the IEEE Technical Activities Board (three meetings per year).
  • In the absence of the TAB Chair, preside over meetings of the TAB Management Committee (six meetings per year).
  • Serve on the TAB Management Committee.
  • Serve as a non-voting member of the TAB Nominations and Appointments Committee (N&A).
  • Assist the TAB Chair by carrying out additional ad-hoc assignments.
  • Assure that issues in appropriate areas are brought to the attention of TAB and the IEEE as a whole if judged appropriate.
