This session will bring together examples from around the world of public safety and public health crisis during the COVID-19 pandemic are deepening, challenging creating havoc on the livelihoods of communities everywhere. Emergency response organizations are stretched in the pandemic with their operations while continuing to serve the public during a time of increasing need and other uncertainties of weather events and public protest.

Essential workers are using capabilities from central resource centers to far edge remote disconnected resources being built with 5G and beyond solutions to provide stakeholder agencies with offline work resources to help them mitigate their risk of situational awareness, exposure, and sustain operations. Speaker: Jeff Bratcher, CTO/COO, First Responder Network Authority (FirstNet Authority)
Title: FirstNet – transformation public safety communications
Abstract: FirstNet, America’s nationwide public safety broadband network, a reality today and is helping communities across the country respond to every day emergencies and large natural disasters, as well as supporting public safety response to COVID-19. The FirstNet Authority is responsible for overseeing the network deployment including the implementation of LTE mission critical features and participates in 3PPG standards development on behalf of the US public safety community. Hear from FirstNet Authority CTO Jeff Bratcher on the FirstNet Authority’s work to drive mission critical standards for 5G and what 5G mission critical solution could mean for public safety operations in the future.
Bio: Jeff Bratcher is the Chief Technology and Operations Officer of the FirstNet Authority. Mr. Bratcher is a key leader involved with the shaping of the technology for the Nationwide Public Safety Broadband Network (NPSBN). He led the formation of the First Responder Network Authority technology teams as well as the state-of-the-art FirstNet Innovation and Technology lab located at the FirstNet office in Boulder, Colorado. Building upon his success as the Chief Technology Officer (CTO), Mr. Bratcher was also appointed to lead the Operations Office as the FirstNet Authority transitions its focus to the implementation of the nationwide FirstNet broadband network built with AT&T. Mr. Bratcher began his federal service in 2003 with the National Telecommunications and Information Administration (NTIA) Institute for Telecommunication Sciences (ITS) also located in Boulder, Colorado. Prior to joining federal service he worked for ten years within the wireless private sector deploying several of the first digital cellular systems in U.S. and international markets. Mr. Bratcher received his BS in Electrical Engineering from Texas Tech University and his MS in Telecommunications from Southern Methodist University.

Title: Multicast in Public Safety Communications
Abstract: Chunmei Liu is a researcher working in the Wireless Networks Division at the National Institute of Standards and Technology (NIST). She obtained her Ph.D. in Computer Systems from Massachusetts Institute of Technology (MIT) in 2005 and has been continually working in the area of wireless communications and networking since then. Her current research focuses on public safety communications in cellular networks and machine learning.

Title: Mission Critical Services for First Responder & Tactical Networks
Bio: As Assistant Vice President for Standards & Industry Alliances for AT&T, Brian oversees AT&T’s strategy and leadership in global industry standards. As a technology visionary and thought leader, his focus is on emerging technologies for 5G and beyond; open source; public safety initiatives including mission critical services for FirstNet, earthquake early warning, and wireless emergency alerts; IoT including C-V2X, Smart Cities, UAS/UAVs; Cybersecurity and national security/emergency preparedness/critical infrastructure protection. Brian is engaged in programs with the DHS, DISA, and DoD, and is a leading contributor to the Alliance for Telecommunication Industry Solutions (ATIS) Board, TOPS Council and Standards Committee initiatives, resulting in the implementation of key industry standards. Brian is an appointed member of the FCC’s Technological Advisory Council (TAC) and Communications Reliability, Security, and Interoperability Council (CSRIC), and is a member of the FBI’s Infragard partnership. Brian is a Board member representing ATIS on the National Public Safety Communications Council (NPSTC), and a Board Director on the IEEE International Standards and Technology Organization (IEEE-ISTO). Brian’s industry leadership roles include Co-chair of the FCC TAC 5G/IoT Working Group, Chair of the GSM Association’s North American Fraud Forum and Security Group, Chair of the SAE’s Cellular V2X Advanced Applications Technical Committee, and co-chair of the ANSI Unmanned Aircraft Systems Standardization Collaborative Critical Infrastructure & Environment working group.
Brian received the B.S.E and M.S. degrees in electrical engineering from Arizona State University with a focus on communication systems and electromagnetic engineering. Brian is an Extra class amateur radio operator and has supported emergency management agencies, the National Weather Service, military, and public service events as an emergency coordinator/communications unit leader (COML) and instructor. Brian is the AT&T coordinator for the Department of Homeland Security SHAred RESources (SHARES) High Frequency (HF) Radio Program. Brian received the ATIS President’s Award and the ANSI Meritorious Service Award in 2011 in recognition of his career creating standards across the communications spectrum, and the NG911 Institute Industry/Private Sector Award in 2012 for his leadership in emergency communications. Brian holds over 175 issued patents in telecommunications, public safety, and cybersecurity.

Title: Impact of 5G on Lawful Intelligence: The nuts and bolts of 5G

Abstract: This webinar will provide the basis for understanding how and when telecommunications operators and law enforcement agencies will be impacted by 5G. Topics will explain why 5G innovations, such as increased bandwidth, spectrum and security improvements will impact lawful intelligence. We will also go over how 5G will change the new crime scene and the need for new tools and techniques to investigate.
Bio: Kevin McTiernan, VP and General Manager National Government Solutions. Kevin is responsible for leading the vision, design, and delivery of SS8’s government solutions, including the Xcipio and Intellego compliance portfolios. His deep knowledge of the telecommunications and network security industries spans 20 years, with extensive experience in the areas of cyber security, network forensics, big data, fraud detection, and network monitoring. Kevin joined SS8 from Narus, where he held a leadership role for seven years on the team responsible for designing and creating customer solutions. Prior to Narus, Kevin held roles that focused on his ability to innovate through technology, the culmination of which resulted in a letter of appreciation from then-President Bill Clinton for his efforts in applying technology to education. Kevin holds a BS in Economics from the University of San Francisco.

Title: Next Generation Networks Ergonomics for Public Safety Applications

Abstract: The presentation is focused on defining Network Ergonomics and why it is important for public safety applications–including features of next generation networks for supporting better ergonomics. Other topics addressed include intent-based networking, analytics, M2M, distributed computing, hybrid networks and FMC, and network efficiency as better ergonomics KPIs. The presentation will also present a Case Study on COVID-19 and the importance of Network Ergonomics.
Bio: Siddhartha Dattagupta is the Chief Technology Officer at Greenwave Systems. He sets the strategy, vision and direction for company’s technology, products and engineering execution. He manages a strong contingent of engineering, product management and technology groups across the three engineering and R&D centers located in US, Europe and Asia Pacific. He leads Greenwave’s pioneering work “AXON GlobalNetTM” creating Next Generation federated and converged Fixed/Mobile Cloud Core, Access and Edge networks.
Mr. Dattagupta is an industry veteran with 30+ years of experience in an extensive and diverse technology domains. His areas of work cover a broad spectrum of industries and market segments that involve retail, service providers, Operators and Enterprise. He started his career 3 decades ago as Controls and Instrumentation scientist designing Nuclear Power Reactor Control systems. He worked in the domain of control system design for 7 years. He spent the next 16 years of his career in the domains of Enterprise telecommunication, IP networks, Advanced Intelligent Networks (AIN), Network routers, Expert systems and managed services, Multi-access, multi-media and last mile network systems design. During that time, he worked in companies like Intervoice-Brite, Ericsson and Cisco Systems. At Ericsson, he was the project and technical lead designing the Enterprise IP-PBX (the then next generation PBX) for IP Multi-media Subsystem (IMS) networks. He designed IP multimedia messaging system for converged SS7 and IP networks. At Cisco Systems, he worked as Lead systems/solutions architect designing the E2E Media Optimized Network for multiaccess and last-mile IP networks. He joined Greenwave Systems in 2013 as Global VP of Engineering and subsequently assumed the role of CTO of the company.
Mr. Dattagupta’s areas of research include but not limited to Fixed/Mobile Next Generation Networks, M2M, IoT/IIOT/MIOT networks, Intelligent and Predictive network systems. Mr. Dattagupta holds a Graduate Degree in Electronics and Telecommunication Engineering with specialization in Control Systems. He holds several US and International patents.

Abstract: Recent developments in Software Defined Networking and Network Function Virtualization are generating new opportunities involving the usage of aerial vehicles, especially in emergency and fast response scenarios. The presentation will briefly introduce SDN and NFV paradigms, and focus on potential applications in fast deployment of 5G connectivity and services.
Bio:
Fabrizio Granelli is Associate Professor at the Dept. of Information Engineering and Computer Science (DISI) of the University of Trento (Italy), and Chair of the Joint IEEE VTS/ComSoc Italian Chapter. Since 2000, he has collaborated with the University of Trento (Italy), as coordinator of the Next Generation Networking Laboratory. Between 2004 and 2015 for a total of six months, he was the visiting professor at the State University of Campinas (Brasil) and in 2016 was the visiting professor at the University of Tokyo (Japan).

He was the IEEE ComSoc Distinguished Lecturer for the period 2012-15 (2 terms), ComSoc Director for Online Content in 2016-17, Delegate for Education at DISI in 2015-2017 and IEEE ComSoc Director for Educational Services (2018-19).|
Prof. Granelli is the General Vice-Chair of the First International Conference on Wireless Internet (WICON’05) and General Chair of the 11th, 15th and 18th IEEE Workshop on Computer-Aided Modeling, Analysis, and Design of Communication Links and Networks (IEEE CAMAD ’06 – ’10 – ’13). He is the TPC Co-Chair of GLOBECOM 2007-2009 and 2012 Symposia on “Communications QoS, Reliability and Performance Modeling”, TPC Co-Chair of GLOBECOM 2014 Symposium on “Selected Areas in Communications – Green Communications Track” and TPC Co-Chair of IEEE ICC 2018 Symposium on “Green Communications and Networking”. He is TPC Co-Chair of the IEEE NFV SDN 2018 conference.
He is the author or co-author of more than 200 papers published in international journals, books, and conferences. He is the Senior Member of IEEE, Associate Editor in Chief of IEEE Communications Surveys and Tutorials, and Senior Editor of the IEEE Transactions on Green Communications and Networking.

 

Speaker: Ruth Vogel, JHU/APL
Title: 5G Impact on First Responder Use Cases
Bio: Ms. Vogel has more than 25 years of experience working in homeland security and emergency management at federal, state and local levels.  She is currently the Emergency Response Systems Program Manager at the Johns Hopkins Applied Physics Laboratory (JHAPL).  She provides program management, systems engineering, data science and first responder subject matter expertise to a number of sponsors to include the Department of Homeland Security Science and Technology Directorate (DHS S&T), the Federal Emergency Management Agency (FEMA) and DHS Cybersecurity and Infrastructure Security Agency.
Ms. Vogel previously worked for the Maryland Emergency Management Agency (MEMA), where she was the Director of the Exercise and Training Branch.  Prior to working for MEMA, she was employed by the City of Baltimore and served as the City’s Director for Acute Communicable Disease and the Preparedness and Response Program.  Ms. Vogel is also a Critical Care Nurse and Emergency Medical Technician (EMT).  She has served in a variety of first responder roles to include emergency medical services, search and rescue, incident command, state liaison for National Special Security Events to the National Capital Region, and continues to serve on a variety of emergency management advisory committees.
Ms. Vogel has undergraduate degrees from the University of Minnesota in Nursing, University of North Dakota in Health and Medical Services, and Epidemiology, and a graduate degree in Public Health from the Johns Hopkins University.  She has also completed graduate work in systems engineering and data science and holds a number of certifications in emergency management and incident command systems and is a Master Homeland Security Exercise and Evaluation Practitioner.

 

Speaker: Naveen Yanduru, Vice President, Renesas Electronics
Title: Wireless Infrastructure RF Front Ends for 5G and beyond

Abstract: The number of elements in infrastructure 5G front-ends is multiplying due to mMIMO and beamforming.  This along with higher carrier frequencies, bandwidth and thermal considerations due to limited PA efficiency generate multitude of technical and commercial challenges. In this talk we will take a deep dive into these challenges for both mmWave and sub-6GHz 5G infrastructure systems. We will look at the current RF front-end block diagrams and discuss a few architectures and circuits that will alleviate the challenges as we go beyond 5G.
Bio: Dr. Naveen Yanduru is currently the VP and GM of the RF Business Unit at Renesas Electronics. He started the IDT site in San Diego and later led the product development of RF and Wireless Power before IDT was acquired by Renesas. Prior to this, Naveen has held various technical and management positions at Texas Instruments, Samsung, Peregrine Semiconductor and Qualcomm. He has 25 years of experience of managing product development and research in the field of RF, Microwave and mmWave RF front ends and transceivers. Naveen authored 22 US Patents, 25 IEEE publications and served as Distinguished Lecturer for IEEE.

Title: Mission Critical Communication – User Equipment Protocol Conformance Testing

Abstract: One important question from public-safety agencies, while selecting a Mission Critical Communication (MCC) User Equipment (UE), is: Will this UE interwork with MCC components used by other public-safety agencies in the vicinity? The associated concern, can be addressed to a great extent, if the UE is certified to be 3GPP MCC Protocol compliant.
Polaris Networks has been working on MCC for many years, and is currently engaged with US NIST in a cooperative agreement, to develop a MCC UE Protocol Certification Test Tool. Sudipto Biswas, the Principal Investigator in this endeavor, will be sharing some of the challenges in this journey.
In this presentation you can get an idea on background information related to MCC service, MCC network model, UE (DUT) layers, test tool components, and MCC protocol features to be tested. You can also get to know about the challenges related to, suitable DUT (UE) availability, 3GPP standards status, 3GPP Abstract Test Suite status, cryptographic functions, DUT side automation, suitable base station availability, testing Evolved Multimedia Broadcast Muticast Service (eMBMS) services, and testing over 5G.
Bio:
 Sudipto is the Principal Investigator for US Federal Government projects in Polaris Networks. He leads the Mission Critical Voice Test Equipment project being executed in cooperative agreement with National Institute of Standards and Technology (USA). This equipment is being developed to test devices over WiFi and LTE, and is later planned to be enhanced for testing over 5G.

He graduated in Computer Science from Jadavpur University, and did his Masters in same stream from IIT Madras, India. Sudipto specializes in delivery of Networking and Communication Soft-ware Systems, and has worked with customers like IBM, Lucent, Ixia, Swisscom, Motorola, Toshiba, Sony, for over 25 years.

Title: Test assets for 5G Tactical and Public Safety Networks

Bio: Raymond Shen, PhD is Director of Spectrum and 5G Govt Solutions at Keysight Technologies. In this role he leads Keysight’s spectrum monitoring group, managing a vast portfolio of solutions that include handheld, outdoor, and modular platforms, as well as 5G solutions for the government sector. He has over 20 years of experience in spectrum monitoring and cellular signal demodulation. Shen has a BS EE from Caltech and a MS EE and PhD EE from Stanford University, where his PhD focused on neural networks.

Title: 5G for Public Safety
Bio: Lisa Soucy leads the Advanced Communications Research Group (ACRG) for the Public Safety Communications Research (PSCR) Division, within the Communication Technology Laboratory (CTL) at NIST. ACRG’s purpose is to help better products get into the hands of public safety practitioners by influencing the development of communications solutions. ACRG does this by carrying out forward-looking research for NIST, Federal sponsors, and Public Safety stakeholders in a variety of areas ranging from metrology issues, to network capabilities advancement, to standards and requirements development. Bringing more than 20 years of industry experience in telecommunications research and new product development, Lisa has worked with countless third-party vendors throughout her career to verify functionality according to the 3GPP specifications. Her specialty is in interoperability end-to-end system integration, verification and validation.

Title: FirstNet: Coverage, Security, and Control are here to stay
Abstract: Many agencies still have the misconception that FirstNet coverage is not pervasive in their jurisdictions. Objective evidence proves otherwise. Many First Responders still are required to use cumbersome VPN client technologies while in the field. In CJIS practice, this is not required in order to enjoy the benefits highly secure applications in a mobile environment. FirstNet local control provides for unprecedented situational views. Provisioning, Control, and Analytics of the user devices attached to FirstNet by the agency is also now available.
Coverage is King – Priority, Pre-emptions and “Cognitive Networking” for unprecedented pervasive coverage. (Even in rural areas) Security is Queen. Once pervasive coverage is established, FIPS-140-2 grade security become paramount. Incident command control of FirstNet is table stakes. Provisioning, monitoring, and analysis of user-connected devices extends control of interconnect user devices beyond that of the network tower view. Top stories from agencies and incidents are shared from the past 6-12 months. A view of what is possible in the next 6-18 months as FirstNet and associated user devices evolve. A short primer on how to connect all the pieces to position an agency for network extensibility in the face of an evolving FirstNet service.
