Keynote Speaker: Dr. Gerhard P. Fettweis
Dr. Gerhard P. Fettweis F’09, is Vodafone Chair Professor at TU Dresden since 1994, and heads the Barkhausen Institute since 2018, respectively. He earned his Ph.D. under H. Meyr’s supervision from RWTH Aachen in 1990. After one year at IBM Research in San Jose, CA, he moved to TCSI Inc., Berkeley, CA. He coordinates the 5G Lab Germany, and has coordinated 2 German Science Foundation (DFG) centers at TU Dresden, namely cfaed and HAEC. In 2019 he was elected into the DFG Senate. His research focusses on wireless transmission and chip design for wireless/IoT platforms, with 20 companies from Asia/Europe/US sponsoring his research. He also serves on the board of National Instruments Corp, and advises other companies.
Gerhard is IEEE Fellow, member of the German Academy of Sciences (Leopoldina), the German Academy of Engineering (acatech), and received multiple IEEE recognitions as well has the VDE ring of honor. In Dresden his team has spun-out seventeen start-ups, and setup funded projects in volume of close to EUR 1/2 billion. He co-chairs the IEEE 5G/Future Networks Initiative, and has helped organizing IEEE conferences, most notably as TPC Chair of ICC 2009 and of TTM 2012, and as General Chair of VTC Spring 2013 and DATE 2014.
Keynote Speaker: Mr. Rong-Chung Liu
RONG-CHUNG LIU (Richard Liu) established WavePro in 1993 as the first EM test company in Taiwan.
Prior to WavePro, he graduated from National Taiwan University EE-EM group master program in 1988 (PhD candidate in YZU now). He volunteered military service in NCSIST as the manager of Compact Range Test Lab to develop EM test system for military applications, including RCS, radar test and various antenna pattern tests for 6 years.
Based on massive experiences of EM test system installations and tests, WavePro has developed superior performance Compact Antenna Test Ranges (CATR) for ultra-accurate military applications since 2009. Also, he developed ultra-broadband CATR which has been accepted by many famous base station antenna players for 5G FR1/FR2 applications. In addition, the CATR from WavePro has been certified by Qualcomm for 5G tests.
He also has devoted to serve EM society in Taiwan wholeheartedly. He was the Vice-chair and the Chairman of Taiwan Microwave Association (TMA) during 2013-2015 and 2015-2019, respectively.
Keynote Speaker: Mr. Chung-Huan Li
Chung-Huan Li has served as CTO in WavePro Inc. since 2017 for implementing antenna measurement solution including various designs of anechoic chambers. He received his Ph.D. degree in Swiss Federal Institute of Technology (ETH) Zürich, Zürich, Switzerland in 2013. He joined the Foundation for Research on Information Technologies in Society (IT’IS), ETH and Schmid and Partner Engineering AG in Zurich Switzerland as a senior application engineer. His interests include antenna measurement and design, as well as the study of EM waves and theory.
Keynote Speaker: Dr. Thyaga Nandagopal
Dr. Thyaga Nandagopal is the Deputy Division Director of the Computing and Communication Foundations (CCF) Division in the Directorate of Computer & Information Science and Engineering (CISE) at the National Science Foundation. He previously served as a Program Director at the NSF in the Networking Technologies and Systems (NeTS) program, where he managed mobile systems and wireless networking research across multiple funding programs with an annual budget of over $50M. At NSF, he is also leading the Platforms for Advanced Wireless Research program, a $100M effort announced in July 2016. He also serves as the co-chair of the Wireless Spectrum Research and Development Senior Steering Group (WSRD SSG), which co-ordinates spectrum-related research and development activities across the Federal government. He is an IEEE Fellow, and holds a Ph.D. degree in Electrical Engineering from the University of Illinois at Urbana-Champaign.
Keynote Speaker: Dr. Monisha Ghosh
Dr. Monisha Ghosh has been serving as the Chief Technology Officer (CTO) of the Federal Communications Commission (FCC) since Jan. 13, 2020. Prior to this, she was at the National Science Foundation (NSF) as a rotating Program Director since September 2017, in the Computer and Network System (CNS) division within the Directorate of Computer & Information Science and Engineering (CISE) where she managed wireless networking research within the Networking Technologies and Systems (NeTS) program. Dr. Ghosh is also a Research Professor at the University of Chicago where she conducts research on wireless technologies for the IoT, 5G cellular, next generation Wi-Fi systems and spectrum coexistence. Prior to joining the University of Chicago in September 2015, she worked at Interdigital, Philips Research and Bell Laboratories, on various wireless systems such as the HDTV broadcast standard, cable standardization and on cognitive radio for the TV White Spaces. She has been an active contributor to many industry standards and was recognized with a Certificate of Appreciation for her outstanding contributions to IEEE 802.22. She is a
Fellow of the IEEE.
She received her Ph.D. in Electrical Engineering from the University of Southern California in 1991, and her B. Tech from the Indian Institute of Technology, Kharagpur (India) in 1986.
Keynote Speaker: Dr. Chih-Lin I
Chih-Lin I is CMCC Chief Scientist of Wireless Technologies. She received Ph.D. EE from Stanford University. She has won 2005 IEEE ComSoc Stephen Rice Prize, 2018 IEEE ComSoc Fred W. Ellersick Prize, the 7th IEEE Asia-Pacific Outstanding Paper Award, and 2015 IEEE Industrial Innovation Award for Leadership and Innovation in Next-Generation Cellular Wireless Networks.
She is the Chair of O-RAN Technical Steering Committee and an O-RAN Executive Committee Member, the Chair of FuTURE 5G/6G SIG, the Chair of WAIA (Wireless AI Alliance) Executive Committee, an Executive Board Member of GreenTouch, a Network Operator Council Founding Member of ETSI NFV, a Steering Board Member and Vice Chair of WWRF, a Steering Committee member and the Publication Chair of IEEE 5G and Future Networks Initiatives, a member of IEEE ComSoc SDB, SPC, and CSCN-SC, and a Scientific Advisory Board Member of Singapore NRF.
She has published over 200 papers in scientific journals, book chapters and conferences and holds over 100 patents. She is co-author of the book “Green and Software-defined Wireless Networks – From Theory to Practice” and has also Co-edited two books: “Ultra-dense Networks – Principles and Applications” and “5G Networks – Fundamental Requirements, Enabling Technologies, and Operations Management”. Her current research interests center around ICDT Deep Convergence: “From Green & Soft to Open & Smart”.

Vipin achieved a Bachelor degree in Electronics and Communication engineering from Pune university India and has over 20 years of experience in the Wireless and telecommunication industry.
Before starting with Anritsu, Vipin has worked as a Project and product manager for Network and device OEMs.
Since joining Anritsu, Vipin has been worked as product Manager of Conformance and Acceptance test product and also represented Anritsu in industry standard bodies like, GCF and PTCRB. In his current role Vipin supports product marketing of Anritsu protocol test product portfolio.
Keynote Speaker: Dr. Wanshi Chen
Wanshi Chen is currently 3GPP TSG RAN1 Chairman appointed in August 2017, where under this position, he has successfully managed and led successful delivery of the first and the second 5G New Radio (NR) releases. He was a RAN1 vice chairman from August 2013 to August 2017.
Wanshi has over 20 years of experiences in telecommunications in leading telecom companies including operators, infrastructure vendors, and chipset vendors. He has been with Qualcomm since 2006 and is responsible for LTE and NR research, design, and standardization. From 2000 to 2006, he was with Ericsson for 3GPP2 related system design, integration, and standardization. He also worked for China Mobile between 1996 and 1997 for wireless network maintenance and optimization.
The highest degree that Wanshi has received is a Ph.D. degree in electrical engineering from the University of Southern California, Los Angeles, CA, USA.
Wanshi is an avid Marathon runner with a personal best time of 2 hours and 54 minutes.
Keynote Speaker: Sudhir Kayamkulangara
Sudhir is on a mission to transform CSP network by bring in disruptive technologies and operational models. He is a principal Engineer in Cisco Systems service provider business Unit. His primary focus in current role is to architect transport solutions for wired and wireless networks. In his current role, he partnered with world’s leading service providers to design next generation communication infrastructure.
Sudhir has over 24 years of experience in Telecommunications industry working with Tier-1 Equipment vendors and semiconductor companies. Prior to his current role, he worked at Intel Corp. focusing on developing technologies for LTE networks. His past experience includes the architecture of several carrier class switching and routing solutions in Motorola Inc and Alcatel Lucent. His current area of interest includes “Edge Computing”, “Segment Routing”, “xHaul Network” and “Network Modernisation”. He holds multiple patents in areas related to RAN technologies. Sudhir holds a B.Tech from National Institute of Technology, India and Masters in General Management from McCoy School of Business.
Keynote Speaker: Sumedha Limaye
Sumedha did her Electronics & Communication Engineering from IIT-Roorkee and has 26+ years of Industry experience working across companies like Intel, Texas Instruments, CMC & ST.
She is currently Sr. Director at Intel India and Leading Development programs for Next Gen Server SoC, Networking SoC and 5G ASICs from Intel India. Her group is currently working on implementation of SoC for 5G DFE application. Her group has worked on various ASICs for Digital Baseband and Digital Front End applications. Her experience ranges from building and leading teams to developing differentiated products spanning across SoCs, Digital IPs, CAD/EDA, Design Flows and Process initiatives.
Sumedha has led Intel India D&I initiatives, Initiated and led the TI India gender diversity forum for multiple years and has driven multiple other key initiatives within the organization. She has been a panelist in ISA-GHC session on Women in Technology and featured in EET. She is also an ICF Member (Executive/Leadership coach).
Keynote Speaker: Adrian Scrase
Adrian Scrase played a central role in the creation of the “3rd Generation Partnership Project” (3GPP) and is responsible for the operations of the 3GPP Project Co-ordination Group. He heads 3GPPs’ Mobile Competence Centre (MCC) which is an International team of 20 experts who provide comprehensive support to the Project. He is CTO within ETSI with operational responsibility for all of ETSI’s standards production activities. He has more than 30 years experience in the telecommunications field, which includes 25 years of experience in standardization.

Co-founder of the ENCQOR 5G project and executive member of Innovation ENCQOR, a NPO created to deliver this collaborative innovation project across Quebec-Ontario corridor, Benoit Pelletier is currently director, Business Development and Head of ENCQOR 5G Program at Ciena Canada. He is involved in developing new business opportunities, partnerships and/or alliances as well as fostering innovation through collaborative ecosystems and synergy with Universities and Small & Medium Enterprises.
Passionate about innovation, “Innovate or Evaporate” has been its mantra over the last 30 years in different industry markets: Telecom at Ciena and Nortel, Transport at Bombardier and Aerospace at Oerlikon Aerospace. Benoit held a number of positions within design, system integration, program management and business development. Broad knowledge in Product Development, Cost Management and expertise in New Product Introduction of cutting-edge technologies and government relationships. Benoit holds a Bachelor of Electrical Engineering degree from Sherbrooke University.
Keynote Speaker: Dr. Bilel Jamoussi
A distinguished engineer, leader, and diplomat; multilingual standardization expert and holder of 22 patents, Tunisian born Dr. Bilel Jamoussi has been Chief of the Study Groups Department of ITU Standardization Bureau (TSB) in Geneva Switzerland since 2010.
He has led the coordination of the bureau’s standards moving activities into a new era characterized by digital transformation that needs an increased collaboration with vertical sectors such as healthcare, transportation, utility, and banking.
His innovative approach has served as a catalyst to launch new standards initiatives related to emerging technologies such as IoT, Blockchain, AI and Quantum, attracting a new wave of memberships from non-traditional players.
He has also been credited with bringing the telco and financial sectors together to develop digital payments guidelines and standards with the aim of advancing financial inclusion globally.
Bilel is recognized as a key figure in the ICT industry.
Key achievements under his tenure have been important new standards while effectively managing staff by recruiting new talent, improving gender balance, delivering new work methods, and staying within budget.
Prior to 2010, he worked in the private sector for 15 years and held senior executive positions such as Director of Standards for Nortel. In this role he participated in over 90 standards making bodies worldwide. In the Internet Engineering Task Force (IETF), he authored a number of Internet standards.
As an IEEE Senior Member, he was elected to the IEEE Standards Association (IEEE-SA) Board of Governors and the IEEE-SA Corporate Advisory Group.
He holds a BSc, MSc and PhD degrees in Computer Engineering from the Pennsylvania State University, USA.
Bilel has lived in Tunisia, Canada, USA, and Switzerland, giving him a unique global viewpoint. He is fluent in Arabic, French, and English and speaks some Spanish and German.
Karim Chaari is Regional Sales Manager at Airbus Defence and Space, Secure Land Communications division, for MENAI (Middle East, North Africa & India) region. He was previously VP Sales for MEA (Middle East and Africa) at StreamWIDE, an international Telecom solutions provider.
Karim has more than 15 years of experience in Telecommunications and Secure Communications technologies. He held different positions in project management, technical sales and business development for international telecom vendors and mobile network operators.
He received his Executive MBA from Mediterranean School of Business in 2017 and his Master of Science (MSc) in Computer Science from University of Laval in Canada in 2004.
Keynote Speaker: Radha Krishna Ganti
Radha Krishna Ganti is an Associate Professor at the Indian Institute of Technology Madras, Chennai, India. He was a Postdoctoral researcher in the Wireless Networking and Communications Group at UT Austin from 2009-11. He received his B. Tech. and M. Tech. in EE from the Indian Institute of Technology, Madras, and a Masters in Applied Mathematics and a Ph.D. in EE from the University of Notre Dame in 2009. His doctoral work focused on the spatial analysis of interference networks using tools from stochastic geometry.
He is a co-author of the monograph Interference in Large Wireless Networks (NOW Publishers, 2008). He received the 2014 IEEE Stephen O. Rice Prize, and the 2014 IEEE Leonard G. Abraham Prize and the 2015 IEEE Communications society young author best paper award. He was also awarded the 2016-2017 Institute Research and Development Award (IRDA) by IIT Madras. He actively participates in standardisation activities in ITU and TSDSI.
Keynote Speaker: Dr. Robert S. Fish
Dr. Robert S. Fish is President of the IEEE Standards Association and a member of the IEEE Board of Directors. Dr. Fish is a faculty member in the Department of Computer Science of Princeton University and is also President of NETovations, LLC, a consulting company. From 2007 to 2010, he was Chief Product Officer and Senior VP at Mformation, Inc. a startup specializing in carrier software for mobile device management. From 1997 to 2007, Rob was Vice President and Managing Director of Panasonic US R&D laboratories working on embedding networking into consumer devices. Prior to this, he was Executive Director, Multimedia Communications Research at Bellcore/Telcordia where he pioneered informal video communications and presence mechanisms. He started his career at Bell Laboratories. Besides his many publications, Dr. Fish has been awarded 17 patents. He received his Ph.D. from Stanford University.
Dr. Fish is Chair of the Board of Governors of the IEEE Standards Association. He also chairs the IEEE Edge-Cloud Standards Committee. He is a past member of the ComSoc Board of Governors and former ComSoc VP of Industry and Standards. He co-edited a series in IEEE Communications Magazine on IEEE standards in communications and networking. During his career, Dr. Fish and his organizations have initiated and managed standards development activities in IEEE, ISO/IEC JTC1, 3GPP, OMA, IETF, ATSC, CableLabs, OSGi, and probably a few others. Dr. Fish was the recipient of ComSoc’s MMTC Distinguished Service Award. For his leadership in standards activities, Dr. Fish was awarded the Standards Medallion of the IEEE Standards Association. He is a Fellow of the IEEE.
Keynote Speaker: Jorge Pereira, Ph.D
Jorge Pereira obtained the Engineering and M.Sc. degrees in Electrical and Computer Engineering from Instituto Superior Técnico (IST), Lisbon, Portugal in 1983 and 1987, respectively, and a Ph.D. in Electrical Engineering-Systems from the University of Southern California (USC), Los Angeles, in 1993.
He has been with the European Commission since September 1996, initially as Scientific Officer, becoming Principal Scientific Officer in 2005. He has remained in the same DG, dealing with ICT, covering a broad variety of areas, with a focus on networking, devices, applications and services, experimentation, testing and validation, as well as deployment. He is, since 2016, in the area of Future Connectivity Systems, focusing on 5G and beyond, where he is responsible for the areas of Advanced Spectrum Management; optical-wireless convergence; Connected and Automated Mobility (CAM); and Public Protection and Disaster Relief (PPDR).
He is a member of the Advisory Board of John Wiley’s Wireless Communications and Mobile Computing Journal, and of the Editorial Board of Kluwer Academic Publishers’ Wireless Personal Communications Journal.
He is a Chartered Electrical Engineer in Portugal and a Member of the IEEE, where he is Associate Editor for Mobile Radio, including Vehicular Communications, for the IEEE VTS Magazine, and a member of the IEEE 5G Summit Steering Committee of the IEEE Communications Society. He also served as Associate Editor of the ACM Transactions on Sensor Networks.
Inaugural Speaker: Mr. Ajay Sawhney
Ajay Sawhney is an IAS Officer of Andhra Pradesh cadre (1984 batch). He has handled various assignments in the State of Andhra Pradesh, covering land administration, law and order and quasi-judicial functions, rural development, health & family welfare, communication & information technology, e-governance and elections etc.
He played a lead role in the Total Literacy Campaign taken up in Nizamabad district in the early nineties. He has also catalysed the establishment of the International Institute of Information Technology in Hyderabad and its emergence as one of the premier institutions in computer science education and research in the country. He has spent more than ten years in assignments relating to information technology and e-governance and has led the formulation of innovative policies and implementation of several major e-governance, communications and broadband projects. He has also worked as the Principal Secretary to Chief Minister of AP after the reorganization of the State of Andhra Pradesh.
He has also worked in the Govt. of India as Joint Secretary Training in the Department of Personnel and Training and as the President and CEO of the National e-Governance Division, which assists the Ministry of Electronics and Information Technology in the implementation of the National e-Governance Plan, and as Additional Secretary in the Ministry of Petroleum and Natural Gas before his current role as Secretary, Ministry of Electronics and Information Technology.
