Felicia is a Security Research Engineer managing the development of enterprise technology tools and solutions for the Department of Defense Security and Intelligence Community at the Air Force Research Laboratory (AFRL). She started out in the Information Directorate working on distributed collaborative systems, then moved on to the Sensors Directorate where she began developing cyber protections for avionics systems. She retired from US Air Force active duty in 2005 as a Captain.

Having served in various roles as a dedicated IEEE volunteer for over 15 years, she has built up many skills including developing other dedicated volunteers. She is excited about her new role as the IEEE Region 2 Director-Elect 2023-2024. Felicia is a founding member of the IEEE WIE Forum USA East, and serves as a steering committee board member. The forum’s mission is to inspire and empower women as leaders in engineering and technology. She is very proud of the contributions of herself and other volunteers that have made the WIE Forum a huge success year after year.

Felicia received her B.S. in Computer Engineering from the University of Central Florida (summa cum laude) and her M.S. in Computer Engineering from the Air Force Institute of Technology.  She lives in Beavercreek, OH with her husband Tod and their dog, Bixby.
